Name of plant? Why are the leaves turning yellow and brown?

Never understand why people put leaves out for garbage. Leaves make great mulch for garlic. Never have to weed! After harvest in June, I rototill into soil

John Ehrling Most likely fungal. Id prune away the infected areas and spray a fungicide.
